Responsibilities 
A.Athens-Limestone County Emergency Operations Center. 

B.Limestone County Health Department (LCHD)
1. Serve as the primary agent for Emergency Support Function (ESF) 8, Health and Medical Services.
2. Coordinate activities/response closely with Athens-Limestone Hospital.

C.Chief Executive Officer
1. Ensure Athens-Limestone Hospital maintains a viable all-hazards response plan and periodiAthens-Limestone County Emergency Management Agency (EMA)
2. Publishing and updating the Athens-Limestone Emergency Operations Plan
3. Activating the Acally exercises the plan.
4. Work with the Incident Commander and other incident command staff members to determine when and which services (if any) will be curtailed.
5. Work with the Incident Commander and other incident command staff members to determine if/when to evacuate the hospital.
6. Work with the Incident Commander and other incident command staff members to coordinate patient transfers to alternate care sites (if required). 

D.Chief Financial Officer  (Finance/Administration Section Chief) 
1. Document and process time, claims and costs for reimbursement.
2. Assist in providing alternate means of payroll disbursement and check cashing services for employees when normal banking is disrupted.

E.Chief Nursing Officer (Operations Section Chief)
1.Coordinate patient care for pre-incident and incident patients.
2.Make nursing staff assignments.
3.Acquire additional nursing staff when necessary.

F.Assistant Administrator (Incident Commander)
1. Maintain this policy and schedule exercises.
2. Activate this plan based on an influx of patients or an advisory from the EMA or other outside agency. The decision to activate the plan will be coordinated with the CEO, Chief  Nursing Officer, Nursing Supervisor and/or Chief Emergency Services when the time and circumstances permit.
3. Direct all hospital activities when this plan is activated.
4. Coordinate activities and requirements with the EMA and other outside agencies.
5. Decide, in consultation with other incident command staff members, when to terminate the response phase of this plan and begin the recovery phase.

G.Chief of the Medical Staff (Medical Staff)
1. Activate the Disaster Privileging for Independent Practitioners plan.
2. Coordinate independent practitioner assignments to treatment areas.
3. Advise the Incident Commander and other incident command staff members on medical and physician issues.

H.Chief Emergency Services or Emergency Department Charge Nurse (Casualty Care Unit Leader)
1. Manage the casualty care process.

I. Director of Human Resources (Support Branch Director)
1. Activate and administer the Disaster Volunteer Verification Plans.
2. Coordinate staffing requirements and activities.

J. The ALH Emergency Incident Command System organization chart and accompanying job action sheets identify positions and responsibilities.

K. Director of Food Service (Food Service Unit Leader): 
...maintain a 96-hour response inventory of food (to the extent storage space and finances permit) and establish memorandums of understanding and other agreements to provide food and beverages when this plan is activated.

L. Director of Purchasing (Procurement Unit Leader): 
...maintain a 96-hour response inventory of medical supplies and water (to the extent storage space and finances permit) and establish memorandums of understanding and other agreements to provide medical supplies, equipment and water when this plan is activated.

M. Director of Environmental Services (Environmental Services Unit Leader): 
...maintain a 96-hour response inventory of linen (to the extent storage space and finances permit) and establish memorandums of understanding and other agreements to provide for spill clean up and hazardous waste disposal when required.

N. Director of Pharmacy: 
...maintain a 96-hour response inventory of drugs (to the extent storage space and finances permit); manage stock piles of antibiotics and other drugs; and establish memorandums of understanding and other agreements to provide drugs.

O. Plant Operations Maintenance Supervisor (Facilities Unit Leader): 
...maintain a 96-hour supply of Diesel fuel on hand at all times.

P. Director of Health Information Management (Planning Section Chief): 
...control patient information and coordinate the transfer of medical records if the hospital must be evacuated.

Q.All Department Heads
1. Maintain current recall rosters for all employees.
2. Ensure their staff is trained to execute this plan. 
3. Prepare to modify or curtail services.
4. Maintain a 96-hour response inventory of mission critical material (to the extent storage space and finances permit).

R.All Employees must know their roles in this plan and participate in exercises.
